The State Service of Ukraine for
Ethnopolitics and Freedom of Conscience (SSUEFC) has announced the beginning of
an investigation into the possible affiliation of the Diocesan Administration
of the Odessa Diocese of the Russian Orthodox Church Outside of Russia (the
Synod of Metropolitan Agafangel) with foreign religious organizations whose
activities are banned in Ukraine. The inspection is officially set to begin on
November 14, 2025
As reported on the official
Telegram channel of the SSUEFC, the investigation will be conducted by a
specially established working group. The purpose of the inspection is to
determine or refute the existence of connections between the Diocesan
Administration of the Odessa Diocese of the ROCOR (Unified State Register of
Enterprises and Organizations of Ukraine code 25126096) and entities whose
activities are prohibited within the country.
The procedure is governed by the
Law of Ukraine “On Freedom of Conscience and Religious Organizations,” as well
as by the Procedure for Conducting the Corresponding Investigation, approved by
the Resolution of the Cabinet of Ministers of Ukraine No. 543 dated May 9,
2025. The agency promised that the results of the investigation will be
reported additionally after its completion in accordance with the established
procedure.
